GAF to implement its eMC+ electronic Mining Cadastre in the Republic of Niger

GAF AG is pleased to announce the award of a contract to support the Ministry of Mines and Industry in Niamey in establishing a new computerised mining cadastre and registry system in Niger.

The overall project objective is to improve governance in the mining sector by establishing a modern, web-based system for granting and managing mineral rights. The efficient, transparent, and reliable administration of such titles is a key factor in increasing growth and investment in the mining sector in Niger.

In practical terms, the project aims to:

Improve the performance and transparency of mineral rights management, in accordance with the Mining Code and its implementation regulations as well as other legislation and regulations in Niger.
Carry out the design, architectural specification and implementation of a centralised database for the mining cadastre.
Provide effective and user-friendly software for managing the cadastral information.
Provide capacity building with regard to the management of mineral rights.

The rollout of the eMC⁺ cadastre solution will increase the institutional capacity and efficiency of the ministry by providing comprehensive mineral tenure management. The contract has a duration of four months and is embedded in the “PROJET D’APPUI A LA COMPETITIVITE ET A LA CROISSANCE (PRACC)”, which is being funded by the World Bank (IDA). GAF has more than 20 years of worldwide experience in the institutional and technical establishment and reorganisation of mining cadastre authorities. This includes the provision of associated consultancy services and customised software solutions.

The goal of this project is the establishment of an efficient and transparent cadastre system for granting and managing mineral rights in Niger. The cadastre system established is based on GAF’s eMC+ a fully web-based software configured to match the requirements of the Mining Code and Affiliated regulations of the Republic of Niger. The project is conducted in two subsequent phases.

In practical terms, the services of this project focus on the following items:

Improving the performance and transparency of mineral rights management in accordance with the Mining Code and its implementing regulations as well as other legislation and regulations in Niger.
Design, architectural specification, and implementation of a centralised database for the Mining Cadastre.
Development and provision of an effective and user-friendly software for managing the Mining Cadastre database.
Capacity building with regard to the management of the mineral rights.

The new computerized mining cadastre software eMC+ brings several benefits and strengthens the technical and management capacities of the MMDI:

Prevent conflicts due to overlapping titles, avoid granting outside national borders.
Increase the transparency of the licensing process.
Optimize and streamline the processing of applications for granting or modifying.
Enhance synergies by improving the communication between the Mining Cadastre and stakeholders.
Increasing the confidence of international mining investors in the mining sector of Niger thus stimulating the country’s attractiveness for investments.

GAF establishes Geo-Data Information Management System for Sierra Leone

GAF AG is pleased to announce the successful implementation of the Geo-Data Information Management System (GIMS) for Sierra Leone. GIMS has now been officially launched by the Ministry of Mines and Mineral Resources and the National Minerals Agency (NMA). With this new information system, Sierra Leone is taking an important step towards further developing its mining sector.

Geological information is one of the cornerstones for attracting new investors to a country’s mining sector. Straightforward and easy access to geological and mineral information is a key element in promoting and developing the sector. GIMS facilitates the management, valorisation, safe storage and dissemination of geological and mineral information for the whole country.

GIMS includes a website, which provides a central point of access for allowing investors, mining companies and the general public to acquire comprehensive and up-to-date information and data about mineral resources and licences in Sierra Leone. It features, among other things, free access to public data, provides interactive online maps, and allows online ordering of the maps and publications available from the National Minerals Agency.

The GIMS website is accessible at gims.nma.gov.sl

On launching GIMS Director General NMA, Sahr Wonday stated: “We are particularly excited about the GIMS because it will directly and indirectly help us to achieve our strategic objectives. To start with, it will serve as an effective investment promotion tool, as it will enable us to readily present geological information to potential investors; and such investment will accelerate the economic development of the sector.... For that I like to recognize the commitment and hard work of our staff and our German consultants (GAF AG), and the support of the Minister of Mines and his staff at the Ministry of Mines and Mineral Resources.”

GAF has designed and implemented GIMS and provided training in its use and maintenance, as well as in populating the associated databases. GIMS is a customised version of GAF’s GeMinIS (Geological and Mineral Information System) software. GIMS has been established as part of the “Extractive Industries Technical Assistance Project (EITAP)”, which is funded by the World Bank and DFID. GAF started its project activities in Sierra Leone in 2014, and these have now been successfully completed.

Design and Installation of a Geological Data Management Information System for Malawi

The core objective of the assignment comprises the development of a GIS-based central data repository a management backend, and a data catalogue, which will be accessible through the internet. The final system will thus support GSD in the management, valorisation, and dissemination of geoscientific data.

In practical terms, project components include:

Assessment of capacities and user requirements at the Geological Survey Department;
Identification and involvement of relevant stakeholders and related programs;
Inventory of existing geoscientific and mine operation data;
Organisation and supervision of scanning and digitising of existing analogue geological, geochemical, geophysical, and geo-hazard data;
Data quality control and database integration;
System and database design, compilation, and implementation;
Software development, prototyping, and training.

The contract has a duration of twelve months and is embedded in the “Mining Governance and Growth Support Project (MGGSP)”, with support from the World Bank and the European Union. With more than a decade of experience in the development and implementation of GIS-based geological and mineral information systems, GAF developed the GeMinIS platform to support mineral and natural resource management. The GDMIS in Malawi is a customized version of the GeMinIS.

The overall project objective is to improve governance in the mining sector by establishing a modern, web-based system for granting and managing mineral rights. The efficient, transparent, and reliable administration of such titles is considered to be a key factor in increasing growth and investment in the mining sector in Burkina Faso.

In practical terms, the project aims to:

Assist to modernize and streamline the existing legal paper cadastre system
Create an up-to-date and consistent database of mineral rights that allows the efficient and unambiguous management of these during their entire life cycle
Identify and clarify existing conflicts and prevent such conflicts in future
Introduce a harmonised administrative, procedural and technical framework compliant with the law and applicable regulations
Implement an operational and modern computerised mining title management system, that caters for governance and industry needs in Burkina Faso

GAF AG awarded three new contracts for mining governance consultancy services – in Cameroon, Laos and Afghanistan

GAF AG is pleased to announce the award of three new technical assistance contracts for projects supporting mining ministries in Africa and Asia. Project activities in Afghanistan and Laos have already started, and those in Cameroon will soon follow. These projects underline the extensive and comprehensive range of services, capabilities and experience that GAF provides to institutional clients in the mineral domain around the globe – which the company has been doing with great success for many years. The company’s portfolio of services includes the implementation of mining cadastres and geological information systems and the provision of support to mines inspectorates, as well as geological mapping, capacity building and know-how transfer.

The three new contracts deal specifically with:

the provision of assistance to the Ministry of Mines and Industry of the Republic of Cameroon for the implementation of a new digital mining cadastre,
the drafting of Mines Regulations and provision of assistance regarding mines inspections for the Lao Ministry of Energy and Mines,
the continued provision of consulting and capacity building services to the Ministry of Mines and Petroleum in Afghanistan, with a particular focus on mining regulations and contract compliance monitoring.

Funding for each project is provided by the World Bank as part of country-specific mineral resources programmes. Individual project volumes range from 0.25 - 1.0 million Euros and project durations range from 6 to 24 months.

Design and implementation of new Mining Cadaster Information System

The objective of this project is to oversee the final phase of reorganization of the cadastral information (pre-cadastre, see above) and to design, develop, test and implement a new system of computerized cadastral management, aimed facilitate cadastral management and granting of mining titles, ensure transparency and efficiency, and safety of mining titles to improve governance and the investment climate in the mining sector.

The actual services provided encompass the complete cycle from the institutional assessment to the design, programming, implementation, and training of the Web-based information system:

System analysis (IT environment, software, database magement systems, etc.)
Collection, conversion, and integration of available digital data
Data quality analysis
Database and application design and system development
System implementation, data consolidation and verification, and database population
Development of a system implementation strategy
Capacity building and training

This project started in July 2015.

Establishing a mining cadaster in Cameroon

This project started in January 2014. The first project phase was concluded in April 2015.

Development of a Geological Information Management System

One of the key areas of this project is to develop geological management information systems (GIMS) through developing a geological database, building a network infrastructure and a website portal where pertinent information about the extractive industries in Sierra Leone can be accessed.

Specific objectives comprise:

Collection, storage, management, and monitoring of geological data, mine production and finance data and mining license data
Provide data access for various users – public and non-public – with various responsibilities via intra- and internet
Provision of tools to regularly update, control, and statistically evaluate mine data by the MMR/NMA
Technical capacity building

The following services are to provided within the framework of the project:

Assessment and user requirements consolidation
Design, development, and installation of a web-based information system
Capacity building and know-how transfer

The assessment of the instituional and technical situation has been concluded. A system design has been prepared in 2014 and a prototype system was developed.
The development of the final Geo-Data Information Management System (GIMS) is currently ongoing.

Implementation of the new computerized mining cadastre

The project under the Sustainable Management of Mineral Resources Project -SMMRP aimed to improve governance in the mining sector, through the establishment of a transparent computerized system to grant, manage and cancel permits. The efficient and reliable management of mining titles is considered as a backbone to increase investment and growth in the mining sector of Nigeria. The project’s objective was to strengthen the property rights and security of tenure within the mining sector; enhance the transparency of the mineral licensing process and government’s regulatory capacity through improved efficiency, information availability and management.

The following services were provided within the framework of the project:

User requirement consolidation
Analysis of mining law/regulations
Institutional support
Development of cadastral procedures
System design, programming and implementation
Data migrationv
Hardware and software
Training and know-how transfer

Upon the successful conclusion of the project, all requirements according to the Mining Act and the regulations had been determined, all data captured, and a titling system developed and implemented.

The recent approval of licensing regulations in May 2011 introduced changes in the cadastral guidelines which constituted the basis for the computerized cadastral procedures and the new procedures to be applied are not identical to those which have been integrated into the cadastral SW (SIGTIM) implemented by GAF from 05/2007 to 12/2010 at MCO. Consequently, it was unavoidable to adapt the tenement management system to the new regulations, modify the system in the components or routines required to be fully consistent with the legal framework.
