The project provided support to the cadaster offices on central and regional level. It included a variety of activities including the design and the implementation of a computerized cadaster management system, institutional strengthening, analysis of the legal framework, and training:
Institutional strengthening: included juridical and legal assistance, advice in setting up a new institution for the management of the mining cadastre and the definition of the administrative procedures
- Design and development of a computerized titles information system
- Database generation, cleaning and population
- Capacity building and training of cadastral procedures and the computerized system
The following services are to provided within the framework of the project:
- Institutional strengthening
- Design and development of a computerized titles information system
- Software programming and testing
- Procurement of HW, SW, vehicles, office supplies, and data
- System implementation, data consolidation and verification, and database population
- Training at national and regional level
The project established a fully computerized mining cadaster system with explicit criteria for granting, administering, and foreclosing mineral rights, consistent with the Minerals Law and other relevant Laws and Regulations. The tailor-made system was developed by GAF in close and trustful cooperation with the client. Great improvements were achieved in the field of increasing the Ministry's capacities.
